"A People's Process
for Post-tsunami Rebuilding"
Post-Tsunami Meeting Held
The South Asia Alliance for Poverty Eradication (SAAPE) and
the International Collective in Support of Fish workers (ICSF)
organized a meeting on the theme of "A People's Process
for Post-tsunami Rebuilding" from 24-26th April 2005 in
Sri Lanka. The meeting was hosted by the organization called
Movement for National Land and Agricultural Reform (MONLAR).
In this meeting the people's organizations and their supporters
from Sri Lanka, India, Maldives, Indonesia, Thailand and Somalia
gathered and discussed the post-tsunami rebuilding processes
in the 6 affected countries.
Four months after the tsunami disaster, hundreds of thousands
of the affected people across the continent are still living
in desperate circumstances amidst complete uncertainty about
their future. It is becoming clear that in many countries it
is policies adopted at the top level that are undermining local
level efforts to restart life and livelihoods. There is evidence
to show how the affected people are being excluded from decision-making
processes.
In this meeting, organizations working with affected people,
particularly poor fish worker and farmer communities jointly
reviewed the policies adopted by national governments and other
actors, and prepared a framework for a new people's process
for post-tsunami rebuilding and the declaration was adopted.
The declaration adopted by the meeting is attached herewith.
